There's FreeBSD ports, which is sorta just there.

There's pkgsrc from NetBSD - Todd Willey is working on that, and there's a
mailing list at gobsd.com which may be a good place to ask about it.

I recall a few people in the BSDInstaller team were working on something,
but I don't know the status.  Check #dfinstaller on efnet.

Packaging has been discussed a lot on the lists; there's some underlying
operating system features that could make it very neat when they are
implemented.
