devd(8) from FreeBSD

The patch brings devd(8) and related code into DragonFly from FreeBSD. 
It's only first step, a lot of cleanup and testing needs to be done 
regarding it. But I'd like to commit this to get help from others :). The 
devd(8) is not started by default and almost all config is commented out 
for now.

If noone objects, I'll commit it tomorrow.
