vkernel(7) -I should note need to ifconfig 'up'

Instead of irritating Simon by discussing unimplemented vkernel.conf
config files, I continued to work using '-I' arguments for vkernel
address assignment - but hit a snag:

Evidently the interface needs to be manually marked as 'up' for the
address to be assigned, patch to the manual attached. - wording edits
welcome on commit, more the spirit than the letter I suppse.
