replace true(1) and false(1) with simple shell scripts

I wonder why the guys as CSRG/FreeBSD didn't use shell scripts for 
that.  I guess they must have had a reason.  I doubt it's about speed, 
but who knows.

What's the gain in having those as shell scripts?
