Second thoughts on MAKEDEV

Okay, check this out:

This version (like the original one) again contains the default
ownership and permissions for all special files, so the
/etc/defaults/devices.conf is no longer needed.

But you still can have /etc/devices.conf for local overrides, this
time working fine with wildcard entries like "sa*.ctl" or whatever.

I cleaned up the entire script (argh!), burned down obsolete stuff and
also attempted to make it more readable by reformatting the entire
stuff, so the tarball does not contain a MAKEDEV patch set, but the
new version of MAKEDEV itself (a patch changes almost every line in
the script, so including the script itself IMHO is okay :)

Also included are a slighty extended MAKEDEV(8) man page and a brand
new devices.conf(5) man page. And there's a short /etc/devices.conf
example file, too.
