Release 4.4 time!

The 4.6 packages have been pushed to avalon and presumably are in the
process of trickling to the mirrors.

ftigeot has checked server logs and has determined that literally nobody
is using the RELEASE repositories that we produce once for each release.
 He's suggesting that we 1) don't create a RELEASE repository for 4.4
and 2) remove the RELEASE repository for 4.2.

The 4.0 repository was removed this morning, along with the 4.2/OLD_LIBC
repository.
