Release 3.8 notes for review

tzdata2014d had no changes compared to 2014c, at least not in  
/usr/share/zoneinfo.

 From the announcement:

"The 2014d release of the tz code and data is available.  No substantive  
changes were made to the tz data, just to the code and documentation."
