Daylight Savings time changes - U.S. and other locales

Please note that you may have to update /etc/localtime to account for
the new daylight savings time changes. This is because /etc/localtime
is not a softlink and the 'make upgrade' sequence will not update it.

For example, being on the west coast, I had to recopy
    /usr/share/zoneinfo/America/Los_Angeles to /etc/localtime on some
    of my machines.

If you are running older releases of DragonFly and you don't want to
upgrade to 1.8, you should be able to simply copy the appropriate file
from the HEAD sources to your /etc/localtime without having to upgrade
    the whole machine.
