newbtconf /etc/rc.d file missing

Hi,

The appended file (it's from NetBSD) is missing in the DragonFly system.
Without it, netbtconf has no effect.
I slightly modified the REQUIRE and BEFORE tags, but I'm not sure if I 
got them right.
