:actually, what do we need sections for?  shouldn't it work with just key=value?

    They are just named configurations.  It's easier from a user's viewpoint
    to have them all in one file rather then have a file for each one.

    Having an option to also be able to specify the configuration file would
    deal with more sophisticated cases.
