MUST:
  - email notifies on unassigned update/new issue, to both public list
    and assigned/interessted people.  needs to be flexible so that not
    every single state change to assigned bugs spams the public lists
  - email: follow up
  - email: new issue
  - web: search/filter issues
  - web: administer issues, therefore
  - web: permissions system
  - web: follow up
  - web: new issue
  - web: file attachment
  - no cost
SHOULD:
  - run natively
  - CLI tool for submitting (or even searching. see debbug)
  - relationship between issues (x blocks y, duplicate of)
  - mail: file attachment
  - assignments for issues
  - different components (site, doc, userland, kernel)
  - differnet priorities (bug, feature, etc.)
  - fast web interface
COULD:
  - web: user registration
  - confidential issue recording
  - roadmap (will fix in version...)
  - task groups (for ipv6 support in jails we need 1 2 3)
  - open source
  - different issue types
  - different workflows for them
WOULD BE NICE:
  - personizable web interface, filters etc
  - CVS integration
