Well, it's as transparent as sendmail.

Any system which depends on sendmail will filter out everyone who
can't configure sendmail:  a 'client-side' solution to bug reports.
Micro$oft uses a 'server-side' solution to bug reports which is even
more effective, although I can't claim to know any details -- but
it certainly decreases the number of patches they are obliged to
force upon their suffering customers  ;o)
