Yes. With SMP DragonFly will use the cores of teh P4 as different CPUs.
Your single CPU machine will look like a dual CPU machine from the os.
However, if this is better performance wise seems to be an open question,
much depending on the particular workload of your machine. Also, you should
set machdep.cpu_idle_hlt=1 in /etc/sysctl.conf.

At least, this is what I've gathered from reading discussions on the FreeBSD
lists.
