DEV update.

    I committed stage 1 last night.  Just the basic messaging infrastructure.

    I just now got the next commit step working, which is to actually
    funnel all the DEV commands through the appropriate message port 
    (And the DISK and CONSOLE drivers shim the vectors through a port
    rather then by overwriting the function vectors, which is an important
    step)! 

    I'll probably be able to commit it tomorrow, then I'm going to have to
    do some serious cleanup because DEV is a real mess.
