    kernel - usched_bsd4 algorith fixes & improvements
    
    * Fix a bug in the checks loop where the loop counter would be reset
      whenever it moved to a new queue.
    
    * Improve the min_level_lwp selec code by also testing lwp_priority.
    
    * Add code to kick the helper threads for the processes that weren't
      selected.
    
    * Clean up some code syntax.
