[DragonFlyBSD - Bug #2317] Deleting issues

Issue #2317 has been updated by herrgard.


I (Reporter, Developer) can still delete issues. At least ones I created myself. I still don't think this should be possible.

It is possible for users of at least 'Developer' class to delete issues permanently. I don't think we should delete any issues, only mark them as Resolved.
