patch for umct for devices that don't assert CTS

:Here's a patch that allows umct (USB<->RS232 adapter) to write to

     Heh.  Great.  Linux reverse engineered a windows driver and now
     we're copying their reverse engineering, and nobody knows what
     the commands actually do.  Sigh.

     Ok.  In it goes.  If we hit any trouble we can quirk it.
