Cable operators often set their cable modems to allow traffic from a
limited number of MAC addresses.  This is in part to prevent someone from
eating up all available dynamic addresses for that part of the network,
and sometimes also so they can charge more money on a per-host basis.

If you've been swapping out your network cards, you probably reached the
limit.  Resetting the modem clears that table of allowed MACs, so my
educated guess is that is the reason that nothing worked before, and also
why the power cycle fixed it.
