I've seen this issue for about the past two weeks, where first load says
permission denied, but it's allowed on a reload.  (I'm in there a lot
because of linking for stories on the work log.)  I haven't seen it since
the restore of crater, so the disk may well have been it.  Next time, I'll
speak up much more quickly.
