 No.  You should upgrade the tex-texmflocal port to 1.5 first.
 Making the missing directories manually is not a recommended
 way if you rely on the ports system.

 Your jade package is too old or you built it without ports
 perhaps?  This DTDDECL warning is completely disabled
 for a long time.

 Why don't you use textproc/docproj?  It is less troublesome
 if you want to build the documentation, I think.
