Debugger("panic")
Stopped at Debugger+0x34: movb $0,in_Debugger.339
Debugger trace reports: (as best as I can see by my craning my neck
around
and reading from the monitor behind me)
This is during boot or after boot?

Which devices does it probe? And can you post a successful
/var/run/dmesg.boot?
There's always the verbose boot option that can also help. Also, try
booting safely. These are available if you copy
src/sys/boot/i386/loader/loader.rc to /boot
Safe mode doesn't seem to work either.
